Yep, at my friend's girlfriend's work. They do a lot of import/export logistics, so it might be from overseas.

Looks like Florida to me. No front license plates and green grass, not many places that fit those criteria right now.
Florida has some pretty lax vehicle rules, someone could have got it in title as a kit car, or as a different model of Lotus. Either way, very cool!
